The publication Best Practices Research Report & Toolkit was developed as part of the European VoiceGuard project and focuses on best practices in the area of whistleblower protection. Based on the experiences of whistleblowers and experts, as well as a comparison of approaches across EU member states, it identifies the key elements of effective protection—ranging from a robust legal framework and trustworthy reporting channels to independent institutions, preventive protective measures, and a supportive organizational culture. The publication also includes a practical toolkit designed for public institutions, employers, and civil society organizations.

Publikace vznikla v rámci evropského projektu VoiceGuard a zaměřuje se na osvědčené postupy v oblasti ochrany whistleblowerů. Na základě zkušeností oznamovatelů, odborníků a srovnání přístupů v členských státech EU identifikuje klíčové prvky účinné ochrany – od kvalitního právního rámce a důvěryhodných oznamovacích kanálů až po nezávislé instituce, preventivní ochranná opatření a podporující organizační kulturu. Součástí publikace je také praktický toolkit určený veřejným institucím, zaměstnavatelům i organizacím občanské společnosti.
